Metropolitan Traffic Police Division Traffic Management and Control Brief Introduction: After the import of the first vehicle to Kathmandu in BS 1958, there has been a steady rise in the number of vehicles. To effectively manage the transportation system and control vehicular movement, traffic control measures were initially implemented through Ramdal in BS 2007. History of Traffic Police in Nepal • 1978 BS First Driving License was issued to Gopal Khopase. • 2003 BS Vehicle registration system was introduced. • 2007 BS Traffic Control System was enforced by Ramdal. • 2009 BS Traffic Police Detachment was established. First Driving License for lady was issued to Machhari Chitrakar. • 2012 BS Traffic Police Detachment was renamed as Central Traffic Company. • 2016 BS Traffic Police were deployed outside Kathmandu valley for first time. • 2020 BS Transport Act was formulated. Traffic Training for police was started. • 2023 BS Traffic Light System was introduced in Kathmandu. First Vehicle was provided to Traffic Police. • 2029 BS Communication Radio Sets were provided to Traffic Police. • 2034 BS Mounted Police Unit was established within the Traffic Police Umbrella. • 2039 BS Traditional Uniform of Traffic was replaced by new set. White Cap, belt and Baton, Sky blue Shirt, Navy blue Pant and Tie. • 2041 BS One Way system was enforced for first time surrounding Tunikhel in Kathmandu. • 2043 BS Highway Traffic Police Patrol was introduced. • 2049 BS Central Traffic Company was renamed as Valley Traffic Police Office. Old Act was replaced by Road and Transport Management Act 2049. • 2051 BS Computerized Record System was introduced. • 2052 BS Vehicle Emission Test was introduced. Women Traffic Police Company was established. Modern Traffic Light System was established at Thapathali. • 2055 BS Regional and District Traffic Police Offices were established. Agreement was signed between Traffic Police and Kantipur FM for broadcasting Traffic Update Programme to uphold Traffic Awareness. • 2058 BS Traffic Police Directorate was established in Police Headquarters. • 2059 BS Driver's Identity Cards were issued to Taxi and Tempo drivers. Modern Traffic Light system was established at 10 junctions. • 2062 BS Use of Concrete Road Divider was started to enforce lane discipline. • 2063 BS First Women Traffic Police Sector was established at Thapathli. Traffic Control Room was established with 103 Toll free Hunting Line to receive and disseminate the information regarding road traffic. Agreement with Kantipur was renewed and new agreement was signed with Metro and HBC FM for broadcasting traffic news. As Metropolitan Police Concept was introduced in Kathmandu, Valley Traffic Police was renamed as Metropolitan Traffic Police Division and Head of this Division, Senior Superintendent of Police started being called as Joint Commissioner. • 2064 BS Negotiation Room was built in Metropolitan Traffic Police Division. One year agreement was signed with Rajdhani daily newspaper for providing free space for "Sajha Sadak" column on inner half page. Objectives: • Prevent and reduce accidents. • Effective enforcement of traffic regulations. • Inculcate a sense of discipline amongst road users and educate the public including school children on road safety. • Ensure smooth and secure traffic movement for special occasions and VIP movements with minimum inconvenience to public. • Develop a sense of responsiveness and sensitivity to the needs of the public. • Render assistance to public in various stressful conditions such as prompt first aid to accident victims. • Develop the human resources of traffic police. • Assist and advice various agencies in coordinated development of infrastructure for smooth and safe flow of traffic. • Ensure protection of the environment and take appropriate steps for prevention of noise and air pollution. • Encourage participation and involvement of public in traffic management. Condition of Professional Human Resource: To make the police personnel who are working as Traffic Police professionally capable: training related to the service are being imparted, likewise according to the changing times the activities are being focused towards the public and are being better organized. All the police personnel of the Traffic Police (Police Constables to Joint-Commissioner) are trained. 2. Public Awareness Program : The people in our country have very low traffic awareness and to raise the awareness and reduce the number of road accidents, the Traffic Police Directorate prepares an annual calendar of public awareness raising programs and directs the Metropolitan Traffic Police Division and the Regional Traffic Police Offices to organize various seminars, traffic week and other publicity activities. 3. Permit for Vehicle Entry : In the main centers of the urban cities which is excessively crowded with vehicles, goods carrying vehicles need a pass known as the City Entry Permit to enter the main markets of those busy cities. 4. Time Card: The public vehicles which ply from Kathmandu to other parts of the country are issued a Time Card. 5. Temporary Number Plate: To control the entry of vehicles with foreign number plates, a Temporary Number Plate is issued at the main entry points of the country. 6. Parking Facility: At present, to organize the parking facilities there are a total of 50 parking spots in the valley with 44 pay-parking areas and six free parking areas. 7. Embarkation and Disembarkation of Passengers: To facilitate this purpose, there are Bus Stops in 110 points of the valley and an effort to include two more is in the process. 8. Lane Discipline : To make vehicular movement in the valley more organized and disciplined, cement blocks and plastic cones have been utilized to separate roads into different lanes. 9. Road Crossing Facility for Pedestrians : To further ascertain the safety of pedestrians in Kathmandu, the use of Overhead Bridge, Subway and Zebra Crossing is being encouraged for road crossing purposes. There are 8 overhead bridges in Kathmandu city and 12 more are being purposed to build in near future. 10. Peak Hour Duty : In the main centers and busy thoroughfares of the city, the number of personnel on duty is increased during peak hours to better organize traffic management. 11. Mobile Court : To make the task of controlling traffic violations more efficient and speedy in the Kathmandu valley, the Metropolitan Traffic Police division Office Kathmandu has set up a Mobile Court and the necessary proceedings are done through it. 12. Checking of Vehicle Papers : To assure that vehicles are in good condition so that vehicular accidents and crimes relating to vehicles can be controlled, sudden and uninformed checkings are conducted from time to time. 15. Control of Stray Animals : The stray animals found on roads which are another major cause for accidents and road blockades. Those are confiscated in a regular basis jointly by traffic police and metropolitan police and necessary action is being taken through the concerned authorities. 16. Control of Road Encroachment : Keeping in touch and coordinating with the concerned agencies, necessary measures are taken to control this offence. 17. Management of VVIP/VIP Convoy Routes : To organize the convoy routes of VVIP and VIPs operations are managed according to a set plan with minimum inconvenience to general public. 18. Traffic Management during Special Situations : To make vehicular movement more organized and smooth even during festivals, bandhs, chakkaajams and protest processions, the situation is analyzed and necessary traffic management measures are taken. 19. Radio Broadcast : The general public is informed about the traffic rules and regulations and traffic activities and incidents through the local FM Radio stations ie: contract with HBC FM /Kantipur FM, Metro FM. Naturally over population of the cities has created traffic problems in the roads. Growing number of vehicles and limited road network has combined the problems of road congestion and environment pollution in major cities like Kathmandu. This situation has posed greater challenges for the Traffic Police in regulating road traffics. Prevailing state of poor road conditions, lack of awareness of the road users and reckless drivers has caused problems in traffic management. There is a Traffic Directorate in the Headquarters to formulate policies to address the traffic problems and make necessary planning to cope the situation in the future. Kathmandu, is the most densely populated city and the pressure of traffic is very high with nearly 3,56,305 vehicles plying on only 1445 km (including Paved, Gravel and Rough Roads) road network. Metropolitan Traffic Police Division in Kathmandu is working hard to manage the traffic with its trained manpower during the pick hours and normal hours. There is a coordinated effort underway with the Department of Road, Department of Transport Management, Municipality, Transport Labor's Organization, various Associations and Local Units to manage the traffic problems. Metropolitan Traffic Police Division has implemented the following safety measures in order to minimize the loss of life and property by road accidents: Modification of Traffic Lights. Manually control of traffic at peak hours at every junction is systematized. Traffic lights signals at Maitighar, Singhadurbar, Padmodaya, Putalisadak, KesharMahal,New Baneshwor, Tinkune, Koteshwor,Kalimati, Kalanki have been installed with the Japanese assistance. Adoption of Prohibitory Measures. • Speed limit indicated by signboards, road humps and timecards has been regulated. • Penalize unplanned and erratic parking. • Prohibit entry of vehicles in busy streets and limit it for pedestrians. • Concept of one-way traffic has been adopted wherever possible. • Total prohibition of taking U turn in the busy road. • Installation of additional road signs and signals in roads. • Adequate use of Mounted Police. • Use of road traffic instruments - cone, ribbons, cordons, etc. Measures taken to prevent traffic accidents and vehicular emission: Compulsory use of helmets for pillion riders on motorbikes. Compulsory fastening of seat belts for drivers and front seat riders. Mandatory to carry Identity cards for taxi-drivers and rickshaw- pullers. Regulating pollution emission. Construction of island and railings. Control of stray animals. Traffic violation ticket as a penalty. Make proper provision for parking, stops for passengers. Information through media about traffic jams, diversion and changes in routes. Arrangement of mobile court with an authorized member of the Office of Transport Management. Considering remarkable improvement in reforms of the management of traffic in Kathmandu, the Valley Traffic Police Office has decided to take initiatives as mentioned below: Designing of a curriculum on traffic regulations to include in the school syllabus. Conduction of School Liaison Program for school children, scouts and orientation Program for transport entrepreneurs and drivers. Conduction of interactive programs and orientation classes to educate drivers and conductors on possible accidents. Discouragement to passengers from clinging onto crowded buses, take action against them and give words of advise not to repeat it in future. Creation of traffic awareness by organizing traffic week and traffic day. Actions taken by Metropolitan Traffic Police Division Some actions taken to mange the Traffic movement in Katmandu valley are :  Co-ordination with mass media institutions  Driver's Identity Card  Vigorous Checking  Regular Meetings and Interactions with stakeholders  Reduce Child labour and abuse  Exhibition of unidentified Motorcycle  Road Safety lesson included in class 3 / 4 syllabus and will be continued for upper classes. Establishment of taxi stand • (120 spots Identified and 48 established) Mobilization of joint team with civil police, traffic police and Metro-police to reduce road and footpath encroachment. THINK What is a safe place to cross? Where can I see all the traffic properly? Make sure you are not hidden behind a parked car. 2. STOP Stop at the edge of the road where you have decided to cross. 3. LOOK and LISTEN Look both ways, many times, to see if there is any traffic coming 4. WAIT Wait for all the traffic to pass, and for road to be clear. 5. CROSS Walk straight across the road. 6. KEEP LOOKING and LISTENING Keep looking in all directions as you cross the road until you get to the other side.
